Planning Board members want more information — including confirmation of the lot size — about proposed development at 267-69 Humphrey St. before they complete their site plan review of the property. Board members continued their review to April 8, said Swampscott town Planner Pete Kane. During their review on Monday board members noted a discrepancy between the lot area listed on the Humphrey property's deed and in the proposal's application presented to the Planning Board, the town planner said. In addition the board wants to compare the project plans presented to them with the plans presented earlier to the Historical Commission, he said. The Planning Board Monday night created a five-member panel to conduct public hearings and a review of the town's existing zoning laws. The panel will advise the Planning Board on any proposed changes. A total of nine residents expressed an interest in serving on the board. Four were appointed to serve with Planning Board member George Potts, who will be the chairman. Named to the panel were Eugene Barden, a former Planning Board member; Jody Watts, a Realtor; Paul Johnson, an attorney, and Jay Mahler, an attorney and a member of the town's Historical Commission. Neighbors say they were not asked by the town to allow 41-unit project on top of the town's tallest hill.
Amid accusations that the town is selling off its lifestyle for money, the Planning Board voted Monday night 4-1 to approve the proposed 41-unit condominium building on the site of the old Middle School. The project still faces a limited review by the Zoning Board of Appeals next month, but is likely to face a stiffer challenge in Land Court. Voting for the project were Chairman Patrick Jones, Jeff Blonder, George Potts and Angela Ippolito, although Ippolito, the vice chair, made it clear she does not like the project. Asked why she voted for it, Ippolito said, "What's the point?" She referred to the fact that the project already had a majority of three votes before she cast her vote. As one of its core functions, the Planning Board oversees the evolution of the zoning by-law for the Town. The by-law sets the foundation for what can and can’t happen within our community. This subcommittee will have the ability to look into and recommend revisions to the Planning Board those alterations they believe will benefit the community as a whole. Groom Construction describes new 41 condos that would be priced from $300,000 to $2 million.
The builders of the town's first school in 1894 knew they were giving future students one of the best views of the harbor. But they probably never dreamed that 120 years later condominiums built to take advantage of that same view might be valued at $2 million. The 41 condominiums proposed for the old Middle School site at 71 Greenwood Ave. would be priced from the $300,000s with the penthouses being listed at $2 million, Bill DiMento, the attorney for Groom Construction, said Monday night. The Planning Board hearing on the drainage review was postponed on Monday.
Lawyer Kenneth Shutzer secured a delay in the proposed Villas at Vaughan Place because Town Administrator Thomas Younger has not yet selected an independent engineer to review the proposed drainage plan for the project. "It is out of my hands," Shutzer told the Planning Board, which said it would move the next meeting on the project until its July meeting. Opposing neighbors secured a month's postponement of public hearing, maybe a more sympathetic venue.
The neighbors who oppose a plan to redevelop the former Swampscott Middle School into 41 condominiums bought themselves at least a month's delay Monday night. And their attorney, Kenneth Shutzer, believes they may have gotten a lot more. The Planning Board met to consider a proposal by Groom Construction Co. to replace the former school on Greenwood Avenue with condominiums. The school closed five years ago. Along with other vacant, town-owned properties, the town offered the school for sale. Last fall, the Board of Selectmen accepted Groom's $625,000 proposal to raze the school and build the condominiums on one of the town's tallest hills overlooking the ocean. The proposed project's stormwater and drainage study will undergo an independent review before it returns to the Planning Board.
On Monday the Planning Board postponed talks about a drainage study for the Villas at Vaughan Place until the study gets reviewed by an independent engineer. Board members moved the Villas item to their June 11, meeting. The lawyer for the developer, Ken Shutzer, said the independent review may not be completed by that date so the board may need to further postpone the item. The Humphrey Street building's design now calls for moving some HVAC equipment from the roof to the building to make it quieter for the neighboring Hadley Elementary.
Planning Board members on Monday approved changes to the Gateway Building's design including moving HVAC air handlers from the roof to reduce noise. Condensers are the only HVAC items that will remain on the roof of the 3,700-square-foot commercial building. It is located at 128-140 Humphrey Street, next to Hadley School. Designers moved the air handlers — square boxes that include blowers and other components — as a result of talks with parents of kids who go to Hadley Elementary School, Tucker said. "They are going to hear the road far more than the HVAC," said Jeff Tucker of Walter Jacob Architects, representing the building owners.
