The study summary outlines activities this year and early 2013.
(See the study summary at the bottom.) A lower Paradise Road drainage study is underway as the engineering contractor measures stormwater flow and collects video of drainage pipe conditions. The study and a solution can come none too soon for residents who live nearby and regularly combat flood water to protect their homes. On Tuesday, crews from Kleinfelder engineering were collecting video of the 36-inch drainage pipe below Paradise Road near the intersection with Swampscott Avenue, said DPW Director Gino Cresta. The Selectmen supported plans by Town Administrator Thomas Younger and Department of Public Works Director Gino Cresta to solicit bids to do a townwide "comprehensive" study of storm water drainage issues. Swampscott suffers from widespread flooding from inadequate storm water drainage. Cresta said the town has invested about $6 million, much of it from low interest federal and state loans, in improving the town water lines. But it has not devoted much investment to the sewer system or the storm water drainage system. Selectman Barry Greenfield urged the approval of a study, saying the town has to know the extent of the problems in the underground infrastructure before it can decide how it will fix it. The Planning Board hearing on the drainage review was postponed on Monday.
Lawyer Kenneth Shutzer secured a delay in the proposed Villas at Vaughan Place because Town Administrator Thomas Younger has not yet selected an independent engineer to review the proposed drainage plan for the project. "It is out of my hands," Shutzer told the Planning Board, which said it would move the next meeting on the project until its July meeting. The Villas proposal by developer Ralph DiGiorgio with DiGiorgio & Messina is for 16 one- and two-story condos for people over 55 years old. The condos are proposed for 4.87 acres of undeveloped land bordered by Archer Street and Vaughan Place. Earlier the board had asked the developer of the Archer Street proposal for traffic and drainage studies. The board will also take up a revised plan for the demo and reconstruction of a Salem Street home.
On Monday the Planning Board is scheduled to review a drainage study for the Villas at Vaughan Place, a proposal for 16 one- and two-story condos for people over 55 years old. The meeting is at 7 pm at the senior center, located at the back of Swampscott High School. The Villas proposal has met stiff resistance from neighbors who are worried about items including the project’s influence on an existing flooding problem. The condos would be built on a 4.87-acre parcel of undeveloped land that is bordered by Archer Street and Vaughan Place.
