Vendor Eager to Fire up Phillips Beach Grill

Paul Foglia, owner of Rory's Corp., will apply for permits to operate his cart this season.

A vendor has responded to Selectman Barry Greenfield’s idea of to Phillips Beach.

Paul Foglia introduced himself to selectmen Tuesday and said he wants to open his New York-style hot dog cart this season — as soon as possible.

It would be a street operation, positioned in front of a fence near the Phillips Beach entrance.

To operate, Foglia needs a vendor’s permit from the town and clearance from the town Health Department, town officials said.

Foglia said he has a state vendor’s license and will apply for his Swampscott credentials this week.

Selectmen including Rich Malagrifa and Jill Sullivan welcomed the new enterprise.

Foglia is on the verge of retiring from his regular job and sees the cart as a retirement venture.

He will serve Nathan’s hot dogs, as well as vegetarian and gluten-free food.

He’ll work the stand and says he has over 20 years experience in the hospitality/food/beverage business.

He worked in a commercial kitchen when he was 13, he said.

He has a dog cart that operates in Everett, but is eager to fire up the grill in Swampscott, he said.

The name of his vending enterprise is Rory’s Corp., named after his 8-year old Nova Scotia Duck Tolling Retriever.
