Two-Week Review for Phillips Beach Carry-In/Carry-Out

The selectmen's chairman will check in with other town officials on the carry-in carry-out trash program.

The chairman of the Board of Selectmen will check in with the town administrator and department heads this week about the pilot carry-in/carry-out trash program at Phillips Beach.
Under the pilot program, beach-goers are required to haul away their trash when they leave the beach. It just applies to Phillips Beach.
Selectman Chairman Jill Sullivan plans to talk to Town Administrator Tom Younger and Department of Public Works Director Gino Cresta and Health Officer Jeff Vaughan about the first two weeks of carry-in/carry-out. 
The chairman will also talk to the local officials about a bag of trash dumped at the entrance to the beach on Sunday.
DPW crews stopped by the beach Sunday morning and cleaned the area so the bag must have been tossed after they did their clean-up, the DPW director said.
Even before the carry-in carry-out pilot program, people from time to time would dump trash bags at the entrance to Phillips Beach.
Typically the bags would have lobster shells and other leftover food inside, the DPW director said.
Selectmen instituted the test measure at Phillips Beach this summer as a way to keep the beaches clean and to save money.
If carry in/carry out succeeds at Phillips Beach board members may consider extending it to other Swampscott beaches next year, board members said earlier.
Town Administrator Tom Younger said the selectmen want to see if carry-in/carry-out is a better way to maintain the beach by having users get waste and trash off the beach sooner.
