The group asked for a meeting with selectmen to get approval for a park at Phillips Park behind the .

The SPOT group has been seeking a park for more than a year.

Last year a consensus emerged among SPOT members and town officials for the site to be located behind the Bertram House but a resident complained that the fence installation would violate wetlands regulations.

Another topic at the meeting is on a cell tower.

Selectman Barry Greenfield said in an interview that he heard it would cost the town $150,000 to move public safety communication equipment from the former middle school on Greenwood Avenue to the town water tower.

The equipment needs to be moved because the town sold the former school late last year to Groom Construction of Salem and the developer plans to build housing units on the property.

The selectman wants to talk about saving the town the $150,000 moving cost by having a cell tower company build a tower and absorb the fee to move the equipment — as well as pay the town rent for having a tower in Swampscott.

The earth removal permit is for 60 Tupelo Road. The owner appeared before the Earth Removal Advisory Committee recently and committee members said after the meeting that they plan to recommend to selectmen that the pile of rubble on the property be removed.

The earth removal needs a permit because there is so much of it.
