BREAKING: Maylor Selected For Top Job in North Andover

Swampscott Town Administrator Andrew Maylor will soon become North Andover Town Manager Andrew Maylor.

Swampscott Town Manager was North Andover selectmen's unanimous choice to be their new town manager.

"I'm excited," Maylor said in an interview tonight about the challenge of managing the Merrimack Valley town.

North Andover has about 28,000 residents, making it about twice Swampscott’s size.

Once Maylor finalizes an agreement he will give Swampscott 60 days notice, as is required in his contract.

He expects that Swampscott will receive many applicants for the town administrator vacancy.

The chairman of the Swampscott Board of Selectmen, Matt Strauss, applauded North Andover's decision on Monday night.

"I'm extremely happy for him," Strauss said.

The chairman closed out the last board meeting, last week, by saying that if the North Andover officials were to do what was best for their town they would select Maylor.

Maylor has been among the finalists for town managerial positions before but this is the first time he was the last candidate standing.

He has been Swampscott's town administrator for nine years.

Strauss said Swampscott has a lot to do to fill the position.

The first step is to form a search committee.

Under the town charter, the committee is formed by the moderator appointing two people, the selectmen one, the School Committee one and the Finance Committee one.

The panel will present selectmen 3-5 candidates, and the board will hire the next town administrator.

Strauss does not expect the position to be filled by the time Maylor moves on to his new position.

North Andover Selectman Tracy Watson called Maylor and offered him the job tonight, and he accepted. Now negotiations begin.

The decision between Maylor and Belmont Town Manager Thomas Younger was extremely difficult, North Andover selectmen said.

"Up to two hours ago it was deadlocked," Selectman Don Stewart said after the announcement. "It was a very fine line."

Maylor has 26 years of professional experience, 18 of which have been in municipal government. For the last nine years he has been the town administrator in Swampscott. For six years prior to serving in Swampscott, Maylor worked as the city auditor, director of administration and finance (chief financial officer) and the deputy city manager of Chelsea.  Earlier in his career he served as a town accountant. Before becoming involved in local government he worked as a chief accountant and an accounting manager/financial analyst in the business sector.

Maylor is a member of the International City/County Management Association and has received the designation of credentialed manager (ICMA-CM).  He serves as the chairman on the Board of Directors of the Essex Regional Retirement System.  

He holds a bachelor’s degree in management science and a master’s degree in business administration.
