The Boxford man was also charged with operating a vehicle with a revoked license.

Police charged a man with OUI, third offense, after they received a report that a party had left a local restaurant without paying their bill.

Charles McCarthy, 48, 181 Topsfield Road, Boxford, was arraigned Tuesday in Lynn District Court on OUI and operating a motor vehicle with a license revoked as a habitual traffic offender.

Police stopped a car, with the license plate number indicated in the report, near Preston Court.

The operator, identified as Charles McCarthy, was reportedly unsteady and slurring his speech, with glassy and bloodshot eyes, the report said.

Police placed him under arrest for OUI and operating a motor vehicle with a revoked license.

He refused a Breathalyzer.

The owner of the car was a passenger in the vehicle.

A Swampscott police log entry states that the party subsequently paid the outstanding bill over the phone with a credit card.
