Storm Drain Smells Like Death

Hello, for the past few weeks the storm drain in front of our home has smelled like sewage. At first, we thought it may have been the low tide smell blowing over from the Red Rock beach area. It wasn't until our contractor building stairs on our garage informed us it was coming from the drain.

Today it's worse than ever. We can barely step outside it's so bad. And it's starting to seep into the house, which is not good.

Does anyone know who is the best to call for something like this? Does anyone else have this issue with storm drains on your street?
