Selectmen oveturn town meeting

The selectmen recently approved to take care of  the water system at One Salem Street which is a private way. This was defeated at town meeting last year. Do you think this is ethical? I believe it should have gone back to town meeting. Why bother with town meeting if the selectmen are going to over tune it.
