An Opportunity Missed to Strengthen Our Preservation of Historically Significant Buildings by-law

On Tuesday, May 7 we missed an opportunity to strengthen our Preservation of Historically Significant Buildings by-law. Please see my reasons why this by-law is necessary and wise.

On Tuesday, May 7 we missed an opportunity to strengthen our Preservation of Historically Significant Buildings by-law.  The intent was to bring our by-law more in line with other communities.  The purpose of this by-law is to ensure new development melds well with the unique character of Swampscott.

In the last census mailing we all received a survey asking what we found important in our town.  The results overwhelmingly show that we are concerned with our beaches, downtown, and the character and charm of our neighborhoods.  These concerns are exactly what this by-law seeks to protect. 

On Tuesday, Town Meeting Members pointed out concerns about vagueness in the language as well as added unnecessary responsibilities upon owners.  These are all valid concerns and I applaud those who raised them.  I am confident a future draft of the by-law will be better vetted and address those concerns.

However we also had speakers who questioned the mere existence of this by-law and the zeal the Historical Commission have demonstrated in applying it.  Clearly Chairwoman Susan Post Munafo and her colleagues on the Historical Commission have done an exemplary job dedicated to preserving the culture of Swampscott.  I ask you to call or write the Historical Commission and let your voice be heard upon reflection over the important and thankless work they do for all of us. 

Today we stand at the dawn of a new age of development in town.  Our Planning Board, Zoning Board of Appeals, and Historical Commission need to be vehement in their protection of our waterfront, downtown, and neighborhoods.  We are a small town of intimate neighborhoods where changes are intensely magnified.  The Board of Selectmen will soon be appointing members to the Zoning Board of Appeals.  I am hopeful there will be numerous candidates volunteering for these positions.  Anyone who is interested should contact Town Hall.  I further invite you to express any concerns to your Board of Selectmen.
