Town Administrator Andrew Maylor said earlier this week that the gates were locked as a last resort because people were parking on the side streets or using them to drop off their children to activities at Phillips Park.
"The side streets off of Bates should not be used for this purpose and therefore the gates at the end of those streets have been locked."
