Town Officials to Talk Taxes Tonight

Selectmen will host a public hearing at 7:15 p.m. on tax-related items including the percentage of the tax levy to be paid by those who own residences and businesses.

 

 

Selectmen will hold a public hearing tonight on 2013 taxes.

Each year the town classifies local property under categories including residential and commercial.

And selectmen decide the percentage of the tax levy to be paid by those who own residences or businesses.

The 2012 property tax-rate burden was set the same as 2011's — at 175 percent for businesses and 100 percent for residences.

Residents can weigh in on the tax discussion at the public hearing.

The fiscal 2012 rate was set at $17.99 per $1,000 property valuation for residential properties, and $33.41 per $1,000 property valuation for commercial properties.

The residential rate rose about 8 percent over the 2011 rate of $16.60 per $1,000 property valuation.

When factoring decreased home values the real tax increase was about 6 percent, said the former town administrator, Andrew Maylor, last year at this time. 

The owner of an average-priced, single-family home woud see a $494 increase in taxes, he said.

Also tonight, selectmen are expected to hear the town's financial forecast.

A. You clearly don't understand the article. You would pay an extra $1,000 a year is you lived in a million dollar home. You don't.
B. These rates were already set and this is a meeting for 2013. Nothing was set yet.

The problem in Swampscott is not mis=management. Is it perfect? No, but it is not the problem. Swampscott is in the top five most densely populated communities in Massachusetts. There is a misconception that Swampscott has a substantial business tax base. Businesses on Paradise Road and Humphrey Street etc. seem more substantial because we are only three squares miles big. We have an exceedingly high amount of tax exempt (Churches, Temples, Marion Court) and undertaxed like Tedesco. We also have a significant number of public properties that do not generate taxes. We also lie in between two cities that creates unusual problems especially regarding police protection, road usage among other things. We are a unique community surrounded by dis-similar cities and towns that hampers regionalization. We have a brutally outdated Charter that has the largest elected Town Meeting in the state.

The first thing I would do is to begin the process of changing to a city form of government. An elected mayor and nine member city council (one from each precinct and three at large) will allow Swampscott to be really governed with full accountablity to the voters.

Having a volunteer government (Selectmen, Fin Com, etc.) combined with an elected Town Meeting that looks at the warrant ten minutes before the meeting along with a town manager who is not vested in the community is no way to run this thing!

Taxes are a product of the many underlying problems.

People may have not cared for Maylor, but the new guy is dead from the neck up. This is his highest three years salary towards his pension. The Selectmen are as weak as they have ever been. When I was a kid guys like Santanello, Drucas, Perry and Driscoll (father then son) and their predecessors like Fran Cassidy, Bob Donelan, may have battled, but in the end they had to roll up their sleeves and get things done. Yes, the town meetings could go five nights of full fledged battles as well, but it worked. Ever since the town has gone with a Town Administrator (increased powers over the years) the Selectmen and town meeting have become whimsical characters oblivious to the nuts and bolts of the town's operation.

Too Funny Sarah,
It's all in Fun to a point. I used to be polite but my wife& I moved here 9 yrs ago only to find out the town's gov. & management ignores serious problems that have been going on for over 100yrs. Our and my neighbor's homes have been destroyed by floods multiple times by town street run off and the taxes have done nothing but go up. paying one of the highest taxes in MA and having your home wrecked by poor drainage is almost criminal.
