A. No, why would I know that? How is that illogical?
B. yes it is. Swampscott is the Big Blue. Big is a synonym for large.

The problem in Swampscott is not mis=management. Is it perfect? No, but it is not the problem. Swampscott is in the top five most densely populated communities in Massachusetts. There is a misconception that Swampscott has a substantial business tax base. Businesses on Paradise Road and Humphrey Street etc. seem more substantial because we are only three squares miles big. We have an exceedingly high amount of tax exempt (Churches, Temples, Marion Court) and undertaxed like Tedesco. We also have a significant number of public properties that do not generate taxes. We also lie in between two cities that creates unusual problems especially regarding police protection, road usage among other things. We are a unique community surrounded by dis-similar cities and towns that hampers regionalization. We have a brutally outdated Charter that has the largest elected Town Meeting in the state.

The first thing I would do is to begin the process of changing to a city form of government. An elected mayor and nine member city council (one from each precinct and three at large) will allow Swampscott to be really governed with full accountablity to the voters.

Having a volunteer government (Selectmen, Fin Com, etc.) combined with an elected Town Meeting that looks at the warrant ten minutes before the meeting along with a town manager who is not vested in the community is no way to run this thing!

Taxes are a product of the many underlying problems.

People may have not cared for Maylor, but the new guy is dead from the neck up. This is his highest three years salary towards his pension. The Selectmen are as weak as they have ever been. When I was a kid guys like Santanello, Drucas, Perry and Driscoll (father then son) and their predecessors like Fran Cassidy, Bob Donelan, may have battled, but in the end they had to roll up their sleeves and get things done. Yes, the town meetings could go five nights of full fledged battles as well, but it worked. Ever since the town has gone with a Town Administrator (increased powers over the years) the Selectmen and town meeting have become whimsical characters oblivious to the nuts and bolts of the town's operation.

Note. In first post I said mismanagement not the problem, meant to say that it is not the whole problem.
